| MININMUM STANDARD AT CHILD CARE HOME (PILOT PROJECT) |

Working Title: Strengthening the capacity of the National Child Protection Authority to mobilize tsunami affected communities in Sri Lanka, to prevent the trafficking of Tsunami affected orphans into exploitative employment.
Project Objective: The Program will contribute towards the progressive elimination of child labour anticipated through spurious adoptions and trafficking of children in Sri Lanka as an effect of the tsunami.

Funding Agency: NCPA Tsunami Fund
Project Objective: Establish 6 Drop-in Centres in geographically identified areas in the country, for children affected by the Tsunami. |

Project Objective
- Educate vulnerable children and youth in high-risk areas on the following subjects:sex education, sexual abuse and exploitation, HIV/AIDS and other STDs, drugs, alcohol and tobacco use.
- Provide facilities to youth and children so that they have access to educational material and entertainment. The facilities provided are instrumental in keeping the children/youth away from the risks of the environment in which they live in.
- These centres provide children the opportunity to enhance their aesthetic skills such as music and art, sporting skills and vocational training for children over 15 years in the areas of sewing, fabric painting etc: The centres also provide informal education which is extremely effective as a form of assistance for their school. It also serves as the only source of education for children who do not attend school.
- Address specific issues concerning individual children who have been abused or who are vulnerable to abuse.

The Government Gazatte No 1136 (Part 1) of 09.06.2000 spells out the functions and composition of the DCPCs.
District Child Protection Committees were established to strengthen and expand the child protection activities at district level. The District Secretary acts as the focal point and is responsible for the planning and implementation of activities.
The committee serves to co-ordinate probation and child care work and local law enforcement authorities, the Judiciary and health aspect at local level.
Local NGOs working in the field of child protection are included particularly for the care aspects.

This is a pilot project aimed specially at school children as well as their parent and teachers. It has been in progress for two years.
